The Department of Managed Health Care oversees most Californian’s health care coverage. The Health Help Center can provide information about your rights and can help if you have a complaint about your health insurance company.

Health Consumer Alliance
The Health Consumer Alliance offers free assistance over-the-phone or in-person to help people who are struggling to get or maintain health coverage and resolve problems with their health plans.
Health Insurance Counseling & Advocacy Program
HICAP (the Health Insurance Counseling & Advocacy Program) provides free and objective information and counseling about Medicare. Volunteer counselors can help you understand your specific rights and health care options. HICAP also offers free educational presentations to groups of Medicare beneficiaries, their families and/or providers on a variety of Medicare and other health insurance related topics.
